Because it counts exactly the same way as the receive-side octet counter, dividing its growth over a known interval against casfTrafficDescrCIR shows whether the outbound leg of this circuit is running near, at, or under its committed rate. A steadily rising SentOctets rate that approaches the connection's configured CIR is the leading indicator that outbound traffic on this VC is about to start hitting its burst allowances.
