Because the CIR, Bc, Be, and service-category fields are locked once a row goes active, changing an existing traffic contract actually requires setting this back to notInService, editing the fields, then reactivating; simply overwriting CIR on a live row isn't possible. An admin needing to raise a PVC's CIR must set this to notInService, update casfTrafficDescrCIR, then set it back to active for the new rate to take effect.
