What is cagwHotlineDownlinkPktDropAclDeny?
This counts downlink packets the gateway dropped because a hotlining ACL denied them, the inbound counterpart to uplink hotline drops: traffic from the internet destined to a hotlined subscriber that never reached the device. It rises whenever external servers, such as app backends or ad networks, keep trying to reach a suspended device that is no longer allowed to receive ordinary traffic. Push notifications from apps still installed on a quarantined phone would keep arriving from the internet and get dropped here instead of being delivered.
