An admin uses this to provision a brand-new circuit end-to-end: writing createAndWait while the source/destination/protocol fields are set up, then transitioning it to active once ready to actually establish the path across the ring network. Setting an existing circuit's status to destroy(6) tears down that specific circuit's path and removes its table entry, distinct from merely disabling it via circuitAdminState.
