Comparing this against circuitInDEFrames indicates how much DE-marked traffic survived transit versus being discarded en route. For example, if circuitInDEFrames is much larger than circuitOutDEFrames, a significant share of the flagged excess traffic was dropped somewhere within the ring rather than reaching the far end.
