Description: The mininum period of time in milliseconds that RSVP-TE should wait for a restart capable neighbor to regain Hello connectivity before invoking procedures related to communication loss.

RSVP-TE waits for the maximum of this time and the restart_time advertised in the RESTART_CAP object in Hello messages from the neighbor.

What is cienaCesRsvpteMinPeerRestart?

This sets the minimum time, in milliseconds, this device waits for a restart-capable neighbor to regain Hello connectivity before declaring communication lost and invoking its own failure procedures, and per its own description, the device actually waits the greater of this value and whatever restart time the neighbor advertised. Because the actual wait is the maximum of this local floor value and the neighbor's own advertised restart time, setting this floor high is a way for an admin to force patience with slow-restarting neighbors even if those neighbors under-advertise their own restart time. For example, setting this to 20000 ms (20 seconds) would force this device to wait a full 20 seconds for a restarting neighbor even if that neighbor optimistically advertised only a 5000 ms restart time.
