This reports whether RSVP-TE Graceful Restart is administratively enabled or disabled on this device, the feature family covering restart-capable, restart-time, and recovery-time objects. If this reads disabled, the individual restart-capability and timer objects elsewhere in this table are effectively inert regardless of their own configured values, so an admin who's carefully tuned restart-time and recovery-time but finds graceful restart isn't actually protecting LSPs during a restart should check this global switch first. For example, an admin migrating a device's RSVP-TE software and expecting LSPs to survive the transition gracefully would need this set to enabled well in advance.
