What is cienaCesRadiusUserLoginRoundTripTime?

This measures live authentication latency specifically to a user-login server, so an admin noticing slow CLI logins, as opposed to some other RADIUS-dependent feature running fine, should check this counter on the login table specifically, since it's isolated from whatever latency the general client table's servers might be experiencing for other purposes. For example, a round-trip time here climbing toward the configured cienaCesRadiusUserLoginTimeout, while the base client table's equivalent counter stays low, would isolate the slowdown to login authentication specifically rather than a broader network problem.
