The tradeoff is purely about how quickly the device notices and retries a slow or unresponsive accounting server, not about how long a person waits at a login prompt. For example, an admin might deliberately set this higher than the authentication table's timeout, tolerating slower accounting-record delivery since no user is actively waiting on it.
