What is cienaCesRadiusOperState?
This tells the admin whether the RADIUS client is actually running, as opposed to merely configured to run. A mismatch, such as an admin state of enabled but an oper state of disabled, would point to some internal failure or dependency, like no servers being configured, preventing the feature from actually activating. For example, seeing oper state 'disabled' while admin state reads 'enabled' would prompt the admin to check whether any RADIUS server has actually been configured yet.
