Comparing this counter's growth rate to the AccessAccepts and AccessRejects counters lets an admin compute an actual accept/reject ratio for this server without the ratio being skewed by retransmission counts. For example, if this counter increases by 500 over a shift while AccessAccepts only increases by 350, roughly 150 login attempts against this server were rejected or otherwise failed to be accepted.
