This variable is incremented when an Access-Request is sent and decremented due to receipt of an Access-Accept, Access-Reject, Access-Challenge, a timeout, or retransmission.

What is cienaCesRadiusClientServerPendingRequests?

As a gauge rather than a monotonic counter, this reflects the current number of in-flight requests to this server right now. A value that stays persistently high rather than quickly returning toward zero is a live sign this server is currently failing to respond promptly, useful for catching an ongoing outage in real time rather than only after the fact via the timeout counter. For example, this gauge climbing to 15 and staying there, rather than draining back toward 0 within a few seconds, would indicate this server is currently unresponsive to a backlog of pending login attempts.
