What is cienaCesRadiusClientServerAccessChallenges?

An Access-Challenge is RADIUS's mechanism for multi-step authentication, such as prompting for a one-time token or a second factor, so a nonzero and climbing value here tells the admin this server is configured for challenge-response authentication rather than simple username and password. That matters when explaining to users why a login might take an extra prompt.
