Because Sesp seconds also count toward whether the path is declared unavailable (Uasp), a sustained run of severely errored seconds here is usually the direct precursor to an unavailable-seconds event on the same T1 path, not just a data-quality nuisance. For example, 11 consecutive severely errored seconds recorded in this bin on this T1 path would typically trip the standard ten-consecutive-SES rule and start incrementing Uasp for the same path.
