This object (PmBinState) reports the validity/lifecycle state of this particular bin's counters. Because this 24-hour interval on this pseudowire is still accumulating, State also reveals whether the still-running counters have already been invalidated partway through -- say by a mid-interval clear or a reboot -- even before the bin itself closes. For example, if this pseudowire rebooted partway through this 24-hour interval, State on that bin would come back as something other than a normal/valid value, warning the admin not to read the low error counts as proof the link was actually healthy that period.
