Per its DESCRIPTION, this Counter64 counts the seconds during which the OC-n receiver detected no incoming optical signal at all (Loss of Signal) at the Section layer. Because this is a lifetime counter that only resets on an explicit clear, a reading here means the fiber receive path went completely dark on this OC-n (SONET) port, accumulated over the port's entire service life, not merely since the last reboot. For example, 3 seconds of LOS accumulated over the port's life is consistent with one brief fiber disconnect during a patch-panel move rather than an ongoing problem.
