This counts background block errors -- errored blocks that occurred outside of any severely-errored-second burst -- on this E1 port. Because BBE deliberately excludes blocks that fall inside SES bursts, a high BBE with low SES on this port points to persistent low-level noise across the link (e.g. a marginal repeater or a long noisy copper span) rather than one big fault event -- and this specific object covers a cumulative counter reset only by an explicit clear rather than on a fixed schedule -- reflecting everything since PM stats were last cleared. For example, since PM counters were last cleared, this E1 port might show this counter at 150 -- a concrete count the admin can trend against neighboring bins to judge whether the condition it reflects is worsening.
