Underflow matters for exactly the metrics where a value that drops too low, rather than one that spikes too high, is the actual problem -- a throughput or availability statistic collapsing toward zero -- so this is the threshold you tune to catch a service that is quietly falling off rather than one that is surging. For example, on a Basic Tx PM instance with a basis throughput of 900,000 bytes/sec and this threshold set to 300,000, any interval whose throughput drops below 600,000 bytes/sec registers as an underflow, an early signal of a service degrading even before it goes fully dark.
