This Unsigned32 (0..2,147,483,647) sets how many consecutive sample intervals must each register an underflow condition before an Adjustment TCA is raised because of underflow, per its DESCRIPTION (whose own text repeats the sentence about not setting 0 directly twice, itself a small clue that this field was copy-edited from the OverflowCount object rather than written fresh). Exactly like OverflowCount but for the low side, this is the debounce that lets a brief dip in the monitored statistic recover on its own without triggering an alert, while still guaranteeing that a genuinely sustained drop gets flagged. For example, setting this to 6 on a 10-minute sample interval means a full hour of consecutive below-floor readings is required before the underflow TCA actually fires, so a single bad 10-minute sample during a brief reroute would not by itself page anyone.
