This RowStatus object governs creating and deleting rows in cienaCesPmIntervalProfileTable, per its DESCRIPTION: set it to 'createAndGo' to provision a new interval profile, and to 'destroy' to remove one, with row deletion explicitly blocked while the profile is still associated with one or more PM instances. That deletion guard exists specifically to stop an operator from yanking a threshold policy out from under ports that are actively relying on it -- to actually delete a profile you first have to walk every cienaCesPmInstanceIntervalProfileIndex pointing at it and repoint those instances elsewhere (or to zero) before this SET will succeed. For example, attempting to destroy a profile still assigned to forty DS3 ports fails outright; the operator has to reassign or clear cienaCesPmInstanceIntervalProfileIndex on all forty first, then retry the destroy.
