This Unsigned32 (0..2,147,483,647) sets how many consecutive sample intervals must each register an overflow condition before an Adjustment TCA is actually raised because of overflow, per its DESCRIPTION; a value of 0 means the overflow-count mechanism is unused, and 0 cannot be set directly (it only reaches 0 by being unset). This is the debounce control for the fast-acting Overflow detector: without it, a single one-sample-interval blip above the overflow ceiling would immediately raise a TCA, so raising this count is how an operator tolerates brief spikes while still catching a sustained overflow condition promptly. For example, setting this to 3 with a 5-minute sample interval means three consecutive 5-minute samples (15 minutes total) must all overflow before a TCA fires, filtering out a single noisy sample that recovers on its own.
