This CienaGlobalState value reports the operational state of the specific PM instance identified by the second index of this table row, per its DESCRIPTION, existing purely as a fast lookup so an operator doesn't have to separately walk cienaCesPmInstanceOperState for the same instance. Because this row lives inside the interval-profile-to-instance association table, checking this object here (rather than the standalone instance table) lets a management station confirm in one pass, while it is already walking a profile's associated instances for threshold configuration, whether each of those instances is actually up and monitoring, rather than issuing a second separate query per instance. For example, a profile shown as associated with twelve PM instances but where one row here reads a down or disabled state tells you immediately which one of the twelve is not actually contributing PM data right now.
