A percentage-based threshold, unlike the fixed AdjustmentThreshold object, automatically scales as the basis value itself changes over time (for example after a link speed upgrade), which is exactly why Ciena offers both a fixed and a percentage-based version of the same threshold rather than forcing operators to recalculate a fixed number every time the baseline shifts. For example, setting this to 15 percent against a basis of 1,000,000 bps means the normal band automatically becomes 850,000 to 1,150,000 bps today and rescales on its own if the basis is later renegotiated to 10,000,000 bps.
