Operationally this points to a provisioning gap, where the subscriber side of the multicast service was set up but the upstream server or source logical interface was never created or bound, rather than to any traffic-quality problem. As a concrete case, a newly turned-up IPTV VLAN with subscriber ports already active but its server-facing logical interface still unconfigured would show this counter climbing from the very first query received.
