A steady non-zero rate here on a given port usually points to a cabling, NIC, or upstream-device fault corrupting frames in transit rather than to a multicast-configuration problem, since the packet failed basic integrity checking before IGMP logic ever saw it. For instance, this counter ticking up by a handful of packets per hour on one access port while sibling ports stay at zero would justify swapping the patch cable or checking that host's NIC before touching multicast policy.
