This is a text timestamp recording when an operator or the system last zeroed the bytes and frames of broadcast, Layer-2 multicast, or unknown-unicast traffic that exceeded this port's flood/storm-control threshold and were dropped in the rolling 24-hour bucket for the current day, still accumulating until the day boundary rolls it into history, distinct from when the bin itself started. Because this bin is still actively filling, a recent value here warns you that its flood-containment drop counters were reset only moments ago and have not yet had the full 24-hour window to accumulate, so a low reading right now says nothing about whether traffic has actually been light. For example, if the bin's start time is 09:00 but this cleared-time reads 09:25, any flood-containment drop count you read at 09:26 only reflects one minute of traffic, not the twenty-five minutes you might assume.
