This counts otherwise well-formed frames this interface transmitted that were longer than the port's configured MTU. Since this switch built the frame itself, a rising TxLOutRangePkts count during the current, still-accumulating short interval bin on this port points at a jumbo-frame or VLAN-tag length mismatch introduced somewhere upstream that this egress port is now forwarding out oversized, not at anything on the wire beyond this interface. For example, TxLOutRangePkts climbing right after an upstream device started tagging frames with an extra VLAN header this port's MTU wasn't sized for would show up as a steady rise during this in-progress short-interval bin.
