What is cienaCesPmExtendedTxRxCurrBinRxLOutRangePkts?

This counts otherwise well-formed frames received on this interface that were longer than the port's configured MTU. Because the frame passed its FCS check and is only flagged for being the wrong size, a rising RxLOutRangePkts count during the current, still-accumulating short interval bin on this port points at a jumbo-frame or VLAN-tag length mismatch on whatever is sending into this interface, not at cabling or noise. For example, RxLOutRangePkts climbing right after a neighboring switch enabled jumbo frames while this port's MTU was left at 1518 would show up exactly as a steady rise in this in-progress short-interval bin.
