This counter tracks the number of multicast frames dropped before being enqueued at egress for this PM instance, as stated in the MIB description. Because these frames are dropped before enqueue rather than after, the cause sits in the multicast replication/fan-out stage itself -- typically the replication engine or shared multicast buffer pool running out of capacity when too many groups are being replicated out this port at once -- rather than in normal per-queue scheduling. For example, a burst of 202,548 multicast frames dropped in this Stats bin coinciding with a new IPTV channel join storm would point an admin at multicast replication capacity on this port rather than at unicast link congestion.
