For this specific egress queue on the port, a ClearTime that is much more recent than the StartTime is the tell that someone (or some automated script) issued a manual clear-counters command mid-bin, which means any drop/error totals read from this bin understate what actually happened before the clear. For example, if this ClearTime is only 4 minute(s) old while the bin's StartTime is ten minutes old, the counters were just manually zeroed and should not be trusted as a full picture of the last 15 minutes.
