This field reports state of the bin, exposed here as cienaCesPmBasicTxRxHistoryBinState. On this Ciena CES port's PM data, the PmBinState value tells you whether this bin closed cleanly or is marked partial/invalid (for example because the collection agent restarted mid-interval or the device's clock jumped), which matters because a bin flagged as anything other than a clean, complete state means its byte/frame totals shouldn't be trusted as a full-period average; and this lives in the basic bandwidth-profile-aware PM group's history bin — a closed-out interval whose own Duration and State tell you how long it ran and whether it closed cleanly, so the number is settled rather than still being written to.
