This field reports duration of the bin, exposed here as cienaCesPmBasicTxRxHistoryBinDuration. On this Ciena CES port's PM data, this is the length of the bin in minutes, capped by the MIB at 65535, and it's what turns the raw byte/frame counters in the same bin into a real average rate — you divide the counter by this Duration (in seconds) rather than assuming a fixed 15-minute or 24-hour window; and this lives in the basic bandwidth-profile-aware PM group's history bin — a closed-out interval whose own Duration and State tell you how long it ran and whether it closed cleanly, so the number is settled rather than still being written to. For example, this field reading 1440 tells you the bin's window is 1440 minutes long, the divisor you'd use to turn its sibling counters into per-second rates.
