It is the egress counterpart used to catch an outbound small-frame burst — for example a replicated multicast or broadcast storm — while it is still happening; because it is drawn from the most recently completed 24-hour bin, frozen once the day rolled over, it is frozen and safe to use for day-over-day comparison, since no further traffic will ever be added to it. On a 100 Mbps residential broadband EFP, a live reading of 830,573 frames/sec spiking well above baseline is what would prompt an admin to check for a broadcast or small-packet flood in real time.
