What is cienaCesPmBasicTxRxHist24HBinBasicRxYellowFrames?

This read-only Counter64 is the frame-level counterpart of the Yellow-bytes counter — frames received on this PM instance and remarked yellow for exceeding the committed rate. Admins watch the frame count alongside the byte count because a policer can yellow-mark a large number of small frames without moving much byte volume, something the byte counter alone would understate; because it is drawn from the most recently completed 24-hour bin, frozen once the day rolled over, it is frozen and safe to use for day-over-day comparison, since no further traffic will ever be added to it. On EVC 212 (E-LAN) on a metro access ring, this might read 5,020,000 frames over yesterday's completed 24-hour window, which an admin would cross-check against the matching byte counter to see if average frame size looks normal for that service.
