This read-only Counter64 reports the receive frame rate for this PM instance, sampled per second. A high frames-per-second reading paired with a low bytes-per-second reading points to a flood of small frames — common in a control-plane storm or a DoS-style event — which the byte-rate counter alone would mask; because it is drawn from the most recently completed 24-hour bin, frozen once the day rolled over, it is frozen and safe to use for day-over-day comparison, since no further traffic will ever be added to it. On a 10 Gbps aggregation trunk carrying multiple EVCs, a live reading of 194,352 frames/sec spiking well above baseline is what would prompt an admin to check for a broadcast or small-packet flood in real time.
