This field reports duration of the bin, exposed here as cienaCesPmBasicTxRxCurrBinDuration. On this Ciena CES port's PM data, this is the length of the bin in minutes, capped by the MIB at 65535, and it's what turns the raw byte/frame counters in the same bin into a real average rate — you divide the counter by this Duration (in seconds) rather than assuming a fixed 15-minute or 24-hour window; and this is in the currently open bin of that same basic bandwidth-profile-aware PM group — it keeps accumulating until its Duration elapses and it rolls into history, so reading it mid-interval gives you a partial, still-growing count. For example, this field reading 30 tells you the bin's window is 30 minutes long, the divisor you'd use to turn its sibling counters into per-second rates.
