What is cienaCesPmBasicTxRxBiDirTotalStatsBinStartTime?

This DisplayString field records the wall-clock timestamp at which this measurement bin began collecting data. Because this TotalStats row has neither a clear-time nor a Duration/State field — it is the true lifetime, never-reset total for this PM instance since it was provisioned, this timestamp is what you anchor every counter in the same row to — without it you cannot tell whether a spike in the traffic counters happened this morning or three intervals ago. For example, if this field reads '2026-08-07 14:00:00' for the lifetime of this PM instance, that tells you it started at 2pm, so any alarm correlated to a 2:05pm outage should be read against this row rather than an adjacent one.
