What is cienaCesPmBasicTxRxAllTimeBinBasicTxFramesPerSec?

This read-only Counter64 reports the transmit frame rate for this PM instance, sampled per second. It is the egress counterpart used to catch an outbound small-frame burst — for example a replicated multicast or broadcast storm — while it is still happening; because it is drawn from the lifetime bin, which keeps accumulating until an operator explicitly clears it, a sudden plateau on an otherwise busy instance is itself a signal — most likely that someone cleared the stats rather than that traffic actually stopped. On a 10 Gbps aggregation trunk carrying multiple EVCs, a live reading of 115,917 frames/sec spiking well above baseline is what would prompt an admin to check for a broadcast or small-packet flood in real time.
