Because this is a life-to-date total that, by design, defines no clear-time field and so survives any clear applied to its Stats-bin counterpart, tracking how it grows relative to the counter's known age -- rather than any single interval -- gives a long-run average utilization for this service, which is a capacity-planning figure rather than a snapshot of current congestion. For instance, watching whether the ratio of this life-to-date frame count to the matching life-to-date byte count drifts over months reveals whether this service's typical traffic mix has shifted from bulk transfers toward many small packets.
