This counter reports the total bytes of ingress traffic on this PM instance that were accepted as in-profile -- conforming to the service's committed rate -- during everything accumulated since the last manual clear. Because this is a life-to-date total that only resets when an operator issues a manual clear (its uncleared TotalStats-bin counterpart never resets at all), tracking how it grows relative to the counter's known age -- rather than any single interval -- gives a long-run average utilization for this service, which is a capacity-planning figure rather than a snapshot of current congestion. For instance, if this life-to-date total implies an average utilization far below the service's committed rate, that's a sign the customer has been paying for more CIR than they typically use, worth raising at the next contract renewal.
