As the description states, this is simply the collection start time of the bin -- the timestamp marking when a cumulative, open-ended running-total row began accumulating the counters and readings stored alongside it in the same table row. Because this value lives in the TotalStats table, pairing it with the row's Duration (or, for TotalStats rows that lack one, with the next ClearTime) is how a management station reconstructs exactly which real-world window the optical power and DGD readings in that same row actually cover. For example, a value like '2023-11-05,14:02:11.0' here means every counter and power/quality reading in this row describes activity starting at that exact moment, not an arbitrary polling time.
