This is the Pre-FEC Bit Error Rate at the OTU layer, encoded as a PmCounter64Atto (atto-scaled integer, i.e. the raw value represents units of 1e-18) so the estimate of the raw, uncorrected error rate hitting the receiver can be carried as an SNMP integer instead of a float, per the MIB's description. Pre-FEC BER is the single best read of this specific optical section's physical health, since it is measured before FEC does any cleanup -- a rising pre-FEC BER on this port means the fiber, connector, or optics are degrading even while the client traffic still looks perfectly clean downstream; this particular bin is a live counter that keeps accumulating until it is explicitly cleared rather than rolling over on a fixed 15-minute or 24-hour schedule, so a large value mostly reflects how long it has been since the last clear. A raw value corresponding to roughly 1e-9 would be a normal pre-FEC BER for a healthy span on this bin, while a shift toward 1e-6 or 1e-5 would be the kind of change that precedes a link going into FEC-uncorrectable failure.
