This is a Coding Violation counter at the ODU (Optical Data Unit -- the inner G.709 container that carries the actual client payload): each increment is one path-level parity error found inside the client payload container, after OTU framing and FEC have already done their work, per the MIB's description. Because ODU-layer CV counts errors that survive past OTU/FEC correction, a nonzero count on this specific bin points at trouble downstream of the optical section itself -- e.g. a client-interface mapping fault or pointer/justification error feeding this container -- rather than a raw fiber problem; this particular bin is a live counter that keeps accumulating until it is explicitly cleared rather than rolling over on a fixed 15-minute or 24-hour schedule, so a large value mostly reflects how long it has been since the last clear. For example, a healthy long-haul span might show 33 coding violations for this bin, a low background rate an admin would shrug off, whereas hundreds or thousands appearing suddenly in the same slot would justify pulling the optical power and Q-factor readings for this same port.
