This counts Severely Errored Seconds at the ODU (Optical Data Unit -- the inner G.709 container that carries the actual client payload): seconds where the error rate on the mapped client payload crossed the severe threshold, per the MIB's description. SES at the ODU layer means the client signal riding this container was briefly unusable, which is the number a service-level report for whatever traffic (e.g. Ethernet or SONET) is mapped into this ODU would actually cite; because this specific bin belongs to the completed-interval history table, its value is frozen the moment the interval closes, so re-polling it later will return the same number -- useful for pinpointing exactly which past 15 minutes a problem occurred in. For instance 2 severely errored seconds in this bin would be enough for a carrier-grade circuit to flag the interval for review, whereas a run of zeros across consecutive bins is the normal expectation for this kind of port.
