UAS at the ODU layer is what an SLA report for the service mapped into this container (e.g. a leased 10GbE or SONET circuit) would actually cite as downtime, since it reflects outage time for the payload itself rather than just elevated error counts on the underlying OTU section; because this bin is the still-open, currently-accumulating interval, its value is only a partial count until the bin's Duration elapses and it rolls into history -- polling it twice a few minutes apart is the fastest way to catch a fault building up in near real time. For this bin, 8 unavailable seconds against, say, a 900-second interval would translate directly into an availability percentage an admin could hand to a customer for that window.
