This counts Severely Errored Seconds at the ODU (Optical Data Unit -- the inner G.709 container that carries the actual client payload): seconds where the error rate on the mapped client payload crossed the severe threshold, per the MIB's description. SES at the ODU layer means the client signal riding this container was briefly unusable, which is the number a service-level report for whatever traffic (e.g. Ethernet or SONET) is mapped into this ODU would actually cite; because this bin is the still-open, currently-accumulating interval, its value is only a partial count until the bin's Duration elapses and it rolls into history -- polling it twice a few minutes apart is the fastest way to catch a fault building up in near real time. For instance 4 severely errored seconds in this bin would be enough for a carrier-grade circuit to flag the interval for review, whereas a run of zeros across consecutive bins is the normal expectation for this kind of port.
