The clear time on this specific bin tells an admin whether a low error count is genuinely good news or just an artifact of a recent manual reset -- two bins with the same CV value mean very different things if one was cleared five minutes ago and the other has been accumulating for weeks; because this bin is the still-open, currently-accumulating interval, its value is only a partial count until the bin's Duration elapses and it rolls into history -- polling it twice a few minutes apart is the fastest way to catch a fault building up in near real time. A clear time of 2026-08-06,19:01:00.0 that is much more recent than the bin's own start time would tip an admin off that someone reset counters mid-interval on this port, which explains an unexpectedly low reading.
