What is cienaCesPmAlertTcaSamplesDiscardedCurrentInterval?

A nonzero value here during an otherwise-normal interval is an early signal, before the interval even closes, that something is currently interfering with data collection on this specific PM instance, such as an unstable link flapping in and out, rather than waiting for the lifetime discard counter to eventually reflect it. For example, jumping from 0 to 4 discarded samples midway through the interval would coincide with a port that briefly went down and came back a few times.
