Description: Upper boundary established by adding the value represented as the adjustment threshold to the adjustment basis. Statistic readings which are equal or greater than this boundary are subject to causing an Adjustment TCA event at the end of the adjustment interval.

What is cienaCesPmAdjustmentTcaUpperBoundaryValue?

This PmTcaUnsigned64 is the basis value plus the configured adjustment threshold, per its DESCRIPTION, and a statistic reading at or above this number is a candidate to trigger an Adjustment TCA once the current adjustment interval ends. Because it is recalculated from the live basis and threshold rather than fixed, this is the actual ceiling to compare a suspicious reading against right now, not the raw AdjustmentThreshold object by itself, which only makes sense relative to whatever the basis happens to be at that moment. For example, with a basis of 500,000 and a configured threshold of 100,000, this boundary reads 600,000, so a sample of 650,000 during the interval is a genuine overshoot candidate while a sample of 580,000 is not.
