This PmTcaUnsigned64 is the highest sample-interval reading recorded during the current series of samples that qualify as underflow, per its DESCRIPTION -- so among the readings that are all below the underflow boundary, this is the least-bad (closest to the boundary) of them -- and it resets to zero at the start of each new adjustment interval. Comparing this against UnderflowBoundaryValue tells you how marginal or severe the current underflow run is: a watermark just barely under the boundary is a mild dip, while one far below it reflects a near-total collapse of the monitored statistic. For example, an UnderflowBoundaryValue of 500,000 with this watermark reading 480,000 describes a mild, marginal underflow, very different in severity from the same boundary paired with a watermark of 20,000.
